To simplify the process and eliminate duplicate licensing fees, residents can now process their mandatory pet registrations entirely online based on exactly where they live in the Grand Valley.

For years, valley pet owners have juggled overlapping city and county tag systems — sometimes paying twice, sometimes chasing paperwork at the vet, and often losing track of which office issued the current tag. The 2026 overhaul splits the process cleanly along municipal lines, moves everything online, and cuts the veterinarian out of the tag-issuing loop entirely. Here's how the new system works and what each Grand Valley household needs to do.

🏙️ Inside Grand Junction City Limits

The City of Grand Junction Police Department now directly handles municipal pet licensing. City residents must register their dogs through the new City DocuPet online portal. Veterinarians are no longer authorized to issue tags as of June 22 — if your vet office hands you a paper tag today, it will not satisfy the city ordinance and you'll need to complete the DocuPet registration to be compliant.

🌲 Outside City Limits (County Residents)

Unincorporated county residents — Glade Park, Redlands beyond the city boundary, Loma, Whitewater, Mesa, Collbran, and the unincorporated pockets around Palisade and Fruita — bypass city rules entirely and access the new dedicated Mesa County Animal Services online licensing portal. One portal, one fee, one tag.

🐾 Important Deadlines & Grace Periods

  • The county has waived all late expiration penalties during this mid-summer system transition period.
  • All dogs over 4 months old must maintain an up-to-date rabies certificate to complete the registration.
  • Have your vet's rabies paperwork (certificate number and expiration date) ready before you start the online form — both portals require it.
  • Existing paper tags from prior years remain valid until their listed expiration date; renew through the correct new portal when they lapse.
